CCA – Who We Are

CCA has been providing state-of-the-art civil engineering, land surveying and environmental services to municipalities, industry and the private sector since 1977.

The CCA staff includes licensed professional engineers, a registered land surveyor, a licensed environmental professional and lead abatement consultants, certified environmental auditors, a registered landscape architect, and a number of scientists, draftsmen, technicians, and field personnel. Our clients have included the United States Department of Defense, the State of Connecticut Department of Transportation, various municipalities, corporations, developers and industries.

Our Civil Engineering group provides design services for municipalities, commercial, industrial and private clients. These services include permitting, storm-water runoff/drainage facilities, sewer and road design, sanitary/sewer facilities, drinking water systems and distribution, soil testing, feasibility studies, sewage pumping station and pre-fabricated treatment system design, construction management, storm-water pollution prevention plans, subdivisions, and condominiums.

Our Environmental Services group provides environmental engineering and hydro geological services including property site assessments (Phase's I, II, and III), remediation design/implementation, storm-water pollution prevention plans (SWPPP), spill prevention control and countermeasures (SPCC) plans, design and construction supervision for landfills, facility closures, wastewater and sludge treatment systems, regulatory compliance, State and Federal permitting, aquifer mapping, compliance monitoring program design, and groundwater modeling. The environmental services group makes extensive use of computer software for data manipulation and statistical analysis in providing cost effective design and data management. Additionally CCA has an extensive list of sampling equipment, including a GeoProbe test boring rig for soil and groundwater sampling, including inside buildings.

Our Surveying group provides survey services through the use of state-of-the-art surveying equipment, including Robotic Total Stations with data collectors, static and RTK GPS, and computerized Auto-CAD designs and drafting stations. Through the extensive use of data collectors, and computer equipment for note reduction and plotting, CCA is able to provide cost efficient service on all projects including boundary and topographic surveys, ALTA surveys, FEMA Flood Elevation Certificates, plot plans, landfill volumes and cross sectional support as well as construction stake out for roads, bridges, drainage, water lines, sewer designs and general site development.

Our Landscape Architecture Group provides a full range of planning and landscape architectural services for public and private clients. Urban and regional planning services include zoning regulation development and review, land use studies, strategic plan development and master planning. Landscape Architecture services include the design of residential, commercial, industrial, institutional, and public spaces including low impact development designs.

The staff of CCA has been in the consulting business for over 40 years, serving the private sector, industry and municipalities. Our experience has grown as the number of governmental and environmental regulations has grown, giving us a unique perspective on regulatory policy. A major focus of the Design Divisions of CCA is the cost effective completion of project tasks required for general regulatory compliance and to suit client needs.

Company History

In 1977, company founder and friend, Paul Carroccio, left the engineering firm Kennel-Delaney Associates to independently provide engineering services. Shortly thereafter the firm of Carroccio-Carson, P.C. was formed, which provided services to clients throughout western Connecticut.

In 1981, the company was reorganized to Carroccio-Covill & Associates, Inc. The firm grew and expanded its services throughout Connecticut.

In 1993 the firm enhanced its Environmental Division through the acquisition of the Trumbull, Connecticut based Engineering Division of Bird Environmental Technologies, Inc. (formerly YWC Technologies, Inc.).

CCA, LLC was formed on January 1, 1997 in response to the many advantages a limited liability company offers. All services provided on projects initiated as of January 1, 1997 are performed by CCA, LLC.

CCA acquired R. E. Cameron LLC, a landscape architecture and planning firm, in September 2002 to expand the environmental design and planning services available to its clients.
